We notify all interested individuals and legal entities, that we have investment intention to develop a General Plan for development of
public transport port of regional importance "SILISTRA-LESSIL", town of Silistra in PI 00895.506.62, PI 00895.506.63 and
PI 00895.134.4 on the cadastral map of Aydemir village and PI 66425.514.2, PI 66425.514.492, PI 66425.514.13, PI 66425.514.14, PI
66425.514.29, PI 66425.514.376 and PI 66425.514.368 according to the cadastral map of the town of Silistra.

has the following investment suggestion:
To develop a Master Plan for port development for public transport of regional importance "SILISTRA-LESSIL" town of Silistra,
according to the Terms of Reference, approved with Order no RD-08-153/05-06-2020 of MTITS and no. RD-02-14-406/03-06-2020 of
MRRD, including an extension of the existing port, PUP-plan for regulation and development of the port territory and plot plan
of the port water area.



Characteristics of the investment proposal:

1. Summary of the proposal: Port for public transport with regional meaning "SILISTRA-LESIL" is registered in the register of
the ports of the Republic of Bulgaria under no 2, page 125, with owner and operator "AGROTRANS" EOOD, EIK 118545557, entered in the register of
the port operators of Republic of Bulgaria under No. 22, page 193.
SILISTRA-LESSIL port has been issued a certificate for serviceability no 23002/10.07.2014 issued by MTTS, valid until 10.07.2049
The port is operational, located at right bank of the Danube km 381.00 to km 381.500 and has 5 shipping places. "AGROTRANS" EOOD
also owns adjoining properties bordering a quay wall with Danube. According to Art. 112d, para. 1 and Art. 112a, para. 2, item 4 of the Maritime Law
spaces, the inland waterways and ports of the Republic Bulgaria requires that a master plan be drawn up and approved which shall meets
all requirements of Ordinance No. 10 of 31.03.2014 for the scope and the content, development, approval and amendment of the public transport port master plans.
The master plan of a port for public transport is being developed and approves as a regulation and development plan for the port
territory and parcel plan for the port water area. His period of action is not limited in time, as if necessary the plan can be supplemented.
The investment proposal falls within the scope of Annex No. 1 of the Act on environmental protection: item 8.2. Commercial ports, terminals
for loading and unloading, connected with the land, and ports for public transport (except ferry terminals) which can accept ships with
displacement over 1350 t.
The master plan falls within the scope of 3.3. from Appendix No. 2 of the Ordinance on the terms and conditions of performance of environmental assessment of plans and
programs and outlines a framework for the future development of investment proposal under Appendix No. 1 of the Environmental Protection Agency, as
in connection with this subject of a necessity assessment procedure
from the EC.With Opinion, exh. No. NSZP-405/17.08.2020 of the Minister of the environment environment and waters, the application of art. 91, para. 2 of
Zoo for reconciliation of the two procedures for approval of the Plan and The investment proposal. The approval of the General Plan may
to be carried out when decided by the Director of RISV-Ruse administrative act for the investment proposal. With the approved project task is the development (expansion) of
the port to cover the following stages:
 I stage
To distinguish zones for specialized port services of the new properties such as develop at least 6 new terminals (shipping berths)
with purpose offering different port operators. The optimistic one option is until 2022 for all new terminals to be made available for
usage from various port operators (ours and foreign legally persons), i.e. with foreign investment to deliver a port technique and complete the development of the port infrastructure.
 II stage – medium-term plan for development after 2022
After 2022, to further develop what has been started running and looking for an extension of port services offered. (indicate the nature of the investment proposal, including whether it is
for new investment proposal and/or for expansion or amendment on the production activity according to Annex No. 1 or Annex No 2 to the Environmental Protection Act (EPA)

2. Description of main processes, capacity, total area used; necessity of other related to the main subject auxiliary or supporting
activities, including use of existing or necessity of construction of new technical infrastructure (roads/streets, gas pipeline, power lines, etc.), planned excavations
works estimated depth of excavation, use of blast: The investment proposal is for the preparation of a Master Plan for
the port, including:
 Designation of six new shipping berths, from who :
- 5 pcs. from km 380.270 to km 380.970 according to the mileage of the river.
Danube and
- 1 piece. from km 381.360 to km 381.470 according to the mileage of
the river.
Danube, according to the attached sketch - Appendix No. 1 In the sketch, the new ones seats are numbered from #6 to #11 According to preliminary studies,
new ship berths are planned for handling of the following cargoes:
• Berth No. 6 – for general and bulk cargo;
• Ship location no 7 – for general, bulk and bulk cargoes;
• Berth No. 8 – for bulk cargo, incl. dangerous goods - petroleum products (class 3);
• Berth No. 9 – bulk cargo and bunkering with oil products;
• Berth No. 10 – general and bulk cargo;
• Ship berth #11
– general and bulk cargo. The existing five ship berths from No. 1 to No. 5 are provided for the processing of general, bulk and bulk loads.
The quay wall in the entire harbor area is existing, The linings of the wall are in good technical condition, but the main one screed in front of the support block in small sections is partially destroyed
and needs from rehabilitation. According to data on water levels in the area on the future port and the prepared hydrographic photo from the month of
August 2020, no dredging of the port water area is required. On the quay wall at low water levels (at NKRN +7.25 – at the site) ships with a depth of +2.60 meters will be able to dock. These are
river ships with a displacement of 1600+2000 tons.
 Open warehouses areas
At all newly designated shipping places (terminals) there are opportunity to design open storage areas along the entire length and a width of 20÷40 meters. On ship seats with №№ 7÷11 the rear area
(the range) is with width 50 meters according to the cadastral sketches, and by ship place number 6 the width is 99 meters.
 Port plot plan water area from km 380.270 to km 381,470 according to the mileage of the Danube river IN the boundaries of the port water area are reflected in the parcel plan,
maneuvering area and approach area with coordinate register and the areas of each zone. It does not affect the elements of the environment, but only on the navigational conditions for docking the ships in
the port.
3. Connection with other existing and approved with planning or other plan activities within the scope of impact of the object of the investment
proposal, need to issue the consensual/permissive documents pursuant to a special law, authority on approval/authorization of the investment proposal under
The order of special law:
The investment proposal provides extension of the existing port "SILISTRA-LESSIL" with six new ones shipping places and port areas for
them.
Port properties are reflected in the approved cadastral map, a sample of which is made in Appendix No. 1.
4. Location:

The territorial extent of the existing port and provided for in the general plan its extension is with location in Industrial Zone "West"
of the town of Silistra and covers the following properties:

26409 sq.m.;
 Land property with identifier 00895.506.62 (nil nil eight nine five, period, five zero six, period, six two) by
Cadastral registers of the municipality of Silistra, approved by Order no RD-18-2/15-01-2008 of the executive director of the Agency for
geodesy, cartography and cadastre and amended by Order No. KD-14-19-154/22-12-2010 of the head of SGKK-Silistra, with area
12350 sq.m.;
 Land property with identifier 00895.134.4 (nil nil eight nine five, period, one three four, period, four) by Cadastral registers of the municipality of Silistra, approved by Order no
RD-18-2/15-01-2008 of the executive director of the Agency for geodesy, cartography and cadastre.

5. Natural resources intended for use during construction and operation:
(including intended water intake for drinking, industrial and other needs - through public water supply (water supply or other network) and/or water intake
or use of superficial water and/or groundwater required quantities existing facilities or need to build to new ones)
The realization and the exploitation of the investment proposal is not related to the use of significant amounts of natural resources.
 Water on the object will be supplied with a deviation from the water pipes of "V and K" Ltd., Silistra;
 Quarry stone for the rehabilitation of the main pavement of the pier wall - about 400 m3;
 Crushed stone for road pavements of open storage areas – approx 8000 m3.

6. Expected substances which will be emitted by the activity, including priority and/or dangerous, at which takes place or is possible
contact with water:
The realization of the investment proposal is not related to the emission of dangerous substances, including priority and/or dangerous in which it takes
place or contact with water is possible.

7. Expected total harmful emissions substances in the air by pollutants:
Realization of the investment proposal is not related to organized release of harmful emissions substances in the atmosphere air.
Dust emissions may occur at transportation and loading and unloading activities, if roads and sites do not are washed.

8. Waste expected to be generated and predictions for their treatment:
8.1. During construction
8.1.1 Gases
They are formed by the combustion of fuel in internal combustion engines combustion.
Their quantity and quality depends on the scale and the serviceability of the equipment used (excavators, bulldozers, dump trucks and
etc.). The introduction of the new terminals of the port will be step by step therefore no significant machinery build-up is expected. The experience
shows that during the construction of similar objects is not established unacceptable Air Pollution.
8.1.2 Emissions upon laying of asphalt pavements Volatile organics are obtained during this type of work compounds and powders particles that are limited in time and
quantity and are characteristic and unavoidable for laying activities asphalt concrete.
8.1.3 Construction waste with code 170107 (concrete mixtures, bricks, ceramics) and with code 170405 (steel, reinforcement) Construction
waste is expected to be transported as regulated urban landfill of the town of Silistra.
8.2. During the operation of the ships places for general and bulk cargo
8.2.1 Organized Sources
At the realization of the new shipping places intended for the processing of general and bulk cargo, evident from the previously introduced shipping
places for such loads, waste almost does not appear. When processing on grain bulk cargoes contaminants will appear in atmospheric air, but due to the technical process adopted (with
screws, conveyor belts, redlers) will not exceed the permissible according to norms emissions.
8.2.2 Vehicles
Harmful emissions are released from ships' internal combustion engines in the water area and of the trucks at the port yard. When determining the estimated
cargo turnover at each shipping location can be roughly calculated the number of trucks and ships and yes eligibility was determined, according to
European emission standards of the vehicles. Well known is that recently vehicles have been improving in terms of of environmental requirements and harmful emissions are significantly
reduced.
8.3. During the operation of a bulk cargo terminal (according to scheme KM No. 8 and KM No. 9)
The commissioning of a terminal for bulk cargo, incl. for petroleum products requires establishing floating pontoon pier (device) with
mounted on it pour-spout pumps, pipelines, fire fighting devices, etc. When designing and performance of transshipment installations according to the requirements of
fire regulations harmful emissions may appear in the air from evaporation, but in small quantities due to the closed loop.
Possible and it is permissible for the transshipment installation to be installed installations for transshipment operations of various types of liquid cargo:
oil spills, vegetable, etc. Liquids passing through the port loads are not related to the separation of waste.
8.4. Waste
Household and food waste from ships will be collected separately in plastic bags and will be handed over to the shore for further treatment.
Domestic waste from the coastal area will be collected in containers. Part of the waste generated by the transported goods will be utilized, and the unutilized ones will be packaged and transported to
dump. If necessary, the bilge water collected in the ships will be pump out in tankers and transport to the nearest purifying installation.
For the generated waste from the activity of port terminals, for each of them will be prepared working classification sheets of the waste according to Ordinance No. 2, which will
be approved by the relevant order from RIOSV-city of Ruse.
9. Waste water:
(expected amount and type of waste water generated by streams (household, industrial etc.), seasonality, provided ways for their treatment
(water treatment plant/facility, etc.), removal and discharge into sewage system/surface water site/watertight cesspit pit etc.)
Domestic sewage will are collected in a drainless tank from where they will be pumped out, hauled away and deliver to the city's sewage treatment plant
waste water station the city of Silistra. Rainwater will run off on the surface of the concrete flooring and collect in the collection grids of the existing rainwater
sewage, mouthed in the Danube river. For some of the terminals it is possible for atmospheric water to build soakaway fields for soil filtering.
The conditions are favorable due to the thick layers of sand embankment (3÷5 meters), built with water wash from the Danube river through
multi-hull dredger, floating and land pipelines.

10. Dangerous chemicals expected to be available at the site of the enterprise/facility:
(in cases under Art. 99b of the Environmental Protection Act, presents information about the type and the amount of hazardous substances,
which will be available in the enterprise/facility as per annex No. 1 to the Ordinance on major accident prevention and containment
of the consequences of them) For the "Western Industrial Zone" of the town of Silistra there is an assured delivery of natural gas. It is possible to some of the
the terminals at technological need to provide gas by internal gas transmission network. On the stage "Project for General Plan for
port” will be listed as a possibility, not a necessity. On the territory of the port does not provide storage areas for intermediate temporary storage of processed cargo. On
the port will handle bulk, bulk and general cargo. At this stage, direct unloading of the vessels is planned funds for land transport (car or rail transport).
Although on the territory of the port may be available dangerous chemical substances and mixtures, for port activities it does not apply
chapter seven of the Environmental Protection Agency and no classification is necessary, as well as its documentation. The basis for this is Art. 103, para. 8,
item 3, according to which, the section does not apply to "...transportation of dangerous substances and directly related to it intermediate temporary storage by
transport time on roads, railways, inland waterways, sea ​​or air outside the territory of the enterprises under para. 2,
including loading, unloading and/or carriage to or from another vehicle at docks, quays or distribution stations'
